The administration of the territory in Emilia-Romagna: from the successes of the past to current issues

The text provides a short historical memory of the experience of the 70s and 80s (the “Comprensori” and the “Metodologia di Base”, the “Legge tutela e uso del suolo” and experiences for historic centers, the first Piano Paesistico) that were exemplary at national level, studied and recorded by many other Italian regions. It deals also with the current system of planning (regional, provincial and municipal - PSC, POC, RUE) and the demand for change and simplification that are urgent today, here as elsewhere, both in the content of the plans, both in their relations each other.
